I have hair that creeps down a little onto my thighs as well, but not too bad. I wax my bikini line and that thigh area, which works pretty well and stays smooth longer than shaving. You also don't get razor burn. Like you, I tend to get a little bushy down there as well. Instead of shaving myself bald, I trim short using a beard trimmer. It's a lot safer than taking a razor to that area and I find it actually makes me itch less. Don't go too short though. Hope that helps!


Also, I wouldn't use any sorts of chemical hair removal near your genitals. Since the skin is sensitive down there, you may get a burn.
