Is there a rule that your eye brows should match your hair?
They don't have to be the exact same colour, but similar.
Blonde hair and dark black eyes brows would look silly, don't you think? It really depends on how much of a difference there is between the two colours to decide whether they would need to be dyed or not

They should only be a couple shades eithe r darker or lighter, otherwise it looks unnatural.

I think they should look similar, but one of my friends naturally has dirty blonde/light brown hair but very dark brown eyebrows
They should be of similar colour, but they don't have to completely match. Someone with dark hair would look silly with fair eyebrows, and vice versa.
I don't dye mine, but I do lightly pencil them in, as my eyebrows are a few shades lighter than my hair.
