I always wondered this because it seems like the same to me. Is it just a way to get you to spend more money or does concealer work better under the eyes than your foundation would?
Concealer you can only use on under eyes to hide dark circles and if you have dark spots or blemishes on your face, it will hide those marks. Foundation you can apply all over your face to get flawless face.
Concealer is thicker and more opaque for covering small, specific problem spots. You don't want to put it on your whole face like you would foundation, which is more liquid and a bit translucent for creating an even look to skin.
