She just might not be ready for any kind of physical relationship. She may also still be heavily influenced by her parents/home environment at this stage. Maybe this sort of thing is just out of the question for her at this time. Heck I didn't kiss anyone until I was 18.

If you don't mind just kind of, being with her, but not intimate, then that's fine. But if you want a girl who's open enough to kiss and do other things, my guess is you won't find it with her any time soon.
