I'm just sitting at my computer, surfing around on Neopets and I turn to the side and I see a boob and some penetration and then he clicks away. O_o The computer is in the dining room and the TV is in the living room and there is no divider.

I think your Father is intentionally abusing you. Sounds like he knows what he is doing. I would leave the room and not act like you don't know what is up. He thinks he can get away with it. It is hard to do that and I never did as a younger person. I had an uncle that was weird like that and no one said anything but I think if we had been brave enough to expose him he would not have been welcome in our home and my mother would not have allowed us to visit his home. He was big on exposing himself.

It is difficult when it is a Father because we are supposed to respect and love our Fathers. You should get out of the room as fast as you can and tell him no. Let him know it is abuse. He will no doubt back off because he will not want to risk exposure to your Mother or people at your school. If I could I would take you out of the situation.
