No, you're not getting that large unless you use drugs. Supplements will not get a woman that large, either.
I'm sure there are some statistical outliers of women who have absurdly high levels of circulating testosterone which makes them man-like. But that's very much an exception to the rule.
One of the FDA websites lists steroid use side-effects as:
Less serious side effects include acne, oily hair, purple or red spots on the body, swelling of the legs and feet, and persistent bad breath. A kid or teen who takes steroids might not grow as tall as he or she was supposed to grow. Some other serious and long-lasting side effects are:

•dizziness

should you approach a woman taking steroids? ... IDK - it's difficult to have long-term relationships with people who have serious self-destructive habits.
If they're bodybuilder-muscular, they're on steroids. However, the problem is most women have a screwed perception of what "really muscular" looks like. Invariably most women I encounter believe any women who aren't stick thin (which I label the "crackhead look"), then they're bulky.
A female can certainly be defined and ripped without being bulky or using steroids.
And many women would call her big or muscular... bu they're simply unaccustomed to this physique.
Steroids have potentially damaging side effects for anyone who uses them. I'll note that much of the dangers can be mitigated with proper use and they'll even subside after cessation of use. The media likes to dictate perception and it invariably makes steroids out to be deadly drugs that turn people into lunatics... which couldn't be further from the truth.And are steroids bad for a woman ?
That said, there are risks associated with the use of any drug.

You'd be amazed by how many people do actually use steroids. It's a personal decision and for some, the rewards outweigh the risks, especially when used intelligently.
I agree with Krista. It's the abuse of steriods that causes people problems. If she's taking them, it's her choice. You can certainly ask her and tell her how you feel about it, but that's about it.
Well, it's her body and her choice. You can ask her if she is taking them, but at the end of the day, it's her choice to do so.
