I saw your pic and it is just right. You seem to obsess over it and is ruining your focus. Belly fat, especially the one on the lower abdominal area is the hardest to lose, myself included in that ordeal. Take your time and keep up your healthy habits, it shall go away. Meanwhile, focus on your being underweight. Do some ab exercises and pull-ups, do planks for a minute or two. Check out P90-X, that's what I'm using...but whatever works for you is good. Be patient.
