Does your mum have small or large breasts? What about your maternal Aunties? If they all have small breasts, or most of them do, the chances are you are going to aswel. Why dont you have a chat with your mum, ask her when she developed breasts. You may well find it wasnt until she had children.

i wouldnt worry about it yet... check the stores they sell the like silicon inserts you can put in your bra and it will look to everyone else like the real thing
I have those. They are great. I have a few dresses and shirts that totally don't fit and if I wear those I can fill it out and look proportional. It is what it is.Originally Posted by steanna7

You can buy bra's with little air pocket things inside them. You take them out when you wash it and they are supposed to do the same job as the sillicone inserts. They are the same shape, just filled with air instead.

Don't worry about the size of your Breasts as of yet. Some women don't develope to fullness until around 22. As long as you do self exams and there is no pain or lumps, just let nature run it's course.
I have always had small Breasts, 'A' cup until I had kids, then I went to 'C' cup, Now 20 years after my last pregnancy , I'm at a 'B' cup. which is fine with me. If people liked or disliked me or made judgements about me over my breast size, then they aren't someone I would want as a friend or lover anyway...
Also, think of it this way .. You won't "sag" when you get older.

Then in that case the chances are you have not fully developed yet. I would think it highly likely that your just a late developer. Which is a good thing as you your breasts will sag later than everyone elses too..Speak to your mum and ask her when she grew breasts maybe?
