Itching and burning of the outer vaginal area are typically always signs of a common yeast infection. Since your STD screenings all came back negative, I am sure it's yeast. If that is the case, it's easy to treat. You can buy yeast infection creams and suppositories from any grocery or drug store without a prescription. The most common are Monistat and Vagisil. They come in a variety of doses (time needed to clear up infection) and also come with itch relief cream. I recommend you try that. They are not very expensive either.
It is normal to have discharge all the time. That area is meant to stay moist all the time. Most women's panties get wet. You aren't the only one. Some days you will have more discharge then others and it is normal for it to range from thick to thin and clear to slight yellow or white. You want to watch for greenish coloration and a foul/fishy smell which would indicate an infection.
