Default hydrocortisone cream for vaginitis- safe or no?

Looking at different brands of hydrocortisone cream, some of the boxes say "do not use in the external vaginal area if you have vaginal discharge," but other brands do not, even though the active ingredients are the same. Also, some web sources say it helps with itching due to yeast, etc, but other sources say it can make the problem worse and shouldn't be used. Can anyone shed some light on this?
