If it itches right away razor burn. If it shows up after a few days then it's ingrown hairs. Thicker hair will have trouble breaking the surface of the skin and get stuck under the dead layers making a bump that could even get infected. Repeated shaving and you can end up with both because the razor cuts the skin over the bumps. Reason I don't do that more than monthly. I have really thick hair and even my legs break out if I use a regular razor frequently.
Exfoliating and moisturizing the area will help. The problem with that area is you want it dry but moisturized which seems like it contradicts itself. I use a skin softening powder instead of a liquid moisturizer since it does accomplish both. So scrub the skin thoroughly with an exfoliating wash, rough sponge, etc... every day. Use a good shaving cream (sometimes hair conditioner is better than common shaving creams) and only run the razor over each area once. Don't repeatedly go over the same area. Rub in a moisturizer if you need to. Pat thoroughly dry. Don't rub after shaving or you might irritate things. Use powders to keep the area dry and it helps to wear breatheable underwear.
Eventually if you can keep things shaven all the time the skin will get less sensitive and you will have fewer problems. It also helps if you haven't been shaving regularly to start out just trimming it really close with a beard trimmer for awhile. For some people with thick hair and very sensitive skin like me that's not possible though. I can't keep even my legs completely smooth all the time without bumps all over. I use an electric razor daily but it doesn't work for down there. I end up with stubble by the end of the day that gets stuck in my underwear because it cuts the hair at such a sharp angle. Which is why I use a beard trimmer instead and gave up on keeping it all smooth.
