You need to visit a doctor. It most likely is an infected cut or ingrown hair. It may be interfering with you emptying your bladder completely, hence the constant need to urinate.
I'm a 25 yr old woman and A few weeks ago I had a large lump on the entrance of my urethra which was uncomfortable not painful. I was away from home and unable to visit a doctor. I know it wasn't a wise idea but I lanced the lump and yellowish puss came out. The lump went down but didn't disappear completely. This week I have had a constant need to urinate and once I have gone I feel Like i need to go again. the lump is slightly larger but not as big as previously. There is no pain and no discomfort at the moment apart from the constant sensation of needing to urinate.

If it's right by the urethra and not on the skin with hair on it I think it could be a cyst in the skene's gland, that would also affect the urethra and irritate it so it could explain why you need to urinate alot. You do definitely need to see a doctor about it, it needs properly draining and I wouldn't recommend lancing it yourself again as damage to this gland can permanently affect your continence.
