I'm an electrician (among other things), and I do service work from time to time. Unless specifically stated otherwise, a service call is an hourly rate with a one-hour minimum, the time beginning from when the service person leaves the shop and continuing until the job is complete (some shops will charge until the service person has returned to the shop). A good service person will always check to make sure the problem is solved to the customers satisfaction, or if the problem is out of their expertise then offer to contact some who can fix it, for example if your air conditioner promlem had turned out to be that your electrical service was causing the air conditioner to malfunction, then explain that to you and offer to contact someone like me to fix it.
The socializing is a bit of a grey area. Yesterday I actually had a customer ask me what I was doing for the weekend, and when I told him I was going hiking, he had me go with nim to his office and show him where the trail was using Google Earth. This took about 20 minutes and he understood that this time was going to be added to his bill. I try to keep proffesional enough while doing service to understand that most people are paying me to fix things and not to socialize. If you feel that the bill was to high for the service rendered, call the company you hired to do the work and ask to speak to the shop manager. It is their job to make sure the you feel like you were treated fairly.
