This sounds like a bit of an over response. The police aren't likely to do much if there are no marks, it was by her own admission a more of a light swat than an outright hit and there have been no threats. This is a wake up call, not a three alarm fire.
She needs to open the lines of communication, they both need to learn How to communicate appropriately without resorting to raised voices, nagging or a lot of drama. She needs to make it very clear to him that this was unacceptable and may not be repeated in any form, ever.
