You can still have a short resume with education, appropriate hobbies, etc.
When applying for a job remember that whoever is looking at resumes and cover letters probably has a pile of them to go through quickly. Also remember that they are human - and will pay attention to interesting things. Generalities aren't very useful, everyone is a "dedicated worker who takes pride in doing a high quality job" or somesuch. Think of something special you have done that might indicate that you are good for the job: "organized a fund fund-raising picnic for the endangered fire ant" or something.
Starting out in the work force is difficult - especially in this terrible economy. It will be especially difficult since you are older than most people looking for a first time job. Employers will wonder why you haven't worked before - so have a good answer ready. (didn't need to work is an OK answer).
