Fares change many many many times a day, a week, a month, etc. There is no secret as to when to book a cheap flight. You may think you have a good fare, book it, then come to find out, two weeks later, the fare is $100 cheaper or it could go the other way, you may think the fare is okay, don't book it, then come to find out it jumps up $500. It's a no win situation, it really is.
Don't wait until the last minute and at least book 14-21 days in advance (however, I suggest further out if you know). If you are not going around a holiday, book it around November/December.
Once upon a time, I was a travel agent for 5 years. The airlines just really do whatever they want, for no rhyme or reason. Fares depend on availability, etc.
