Well if it means no orgasms that won't work because there are people (especially female) who apparently have a lifetime of sex without orgasming.
If it means no sex with a partner then what about sex with yourself?
It must mean no sexual contact, contact with intention of arousal or orgasm.
Sooo what about people like me who occasionally orgasm without being touched? You know like when you're just standing in a line someplace?

After I posted that... I started thinking about it, truthfully, I have no clue. I think IMO, celibacy would be considered any period of no sex with the intentions of having no sex. Basically saying 'I'm not going to have sex.'
Not having sex because you are not in a relationship or in a new relationship, or not having sex because circumstances just are not right, but given the right circumstances, you'd hop right back on that train, it is NOT considered celibacy, merely a 'dry spell'. lol

It becomes kind of a fuzzy area, huh...
I mean, you could have 'celibacy' that is not self imposed... Like say, you are celibate because you SO doesn't want sex with you for an extended period of time, it obviously is not of your own volition, however, it's not a 'dry spell' because of the right circumstances...
