Should victims have the right to sue police if they fail to tackle yobs?
Police forces which fail to protect victims of anti-social behaviour could face being sued for compensation.
Government proposals will give members of the public the power to launch legal action if it can be proved that officers or other public bodies have let them down.

Why not just sue anybody that even glances at you wrong?

Such an ability may drain public coffers entirely and cause less police protection. As the law is applied here on the other side of the pond, police are only there to truly protect the public interests, not individual ones. Therefore arresting a yob being rowdy, antisocial or violent against an individual is not necessarily under the purvey of doing anything for the good of the public.

Young adults who cause trouble, intimidate/bully, damage bulidings, cars, houses etc. Usually in groups of 5+.. I think they are called 'hooligans' in the USA?

Actually they would be most commonly called gangbangers even if they weren't in a formal gang. They could also called punks.

In the Los Angeles riots of 1992, Korean-American shop owners defended their property until the National Guard told them to leave, but then the National Guard was reassigned, allowing the rioters and looters to loot and burn their businesses. Those who refused to go saved their businesses. Ultimately it is up to individuals and groups of individuals to protect their own. Wiki: Korean armed resistance in the Los Angeles riots. This is the most patriotic American action i have ever seen, and to think it was done by a group of recent immigrants.

People need to take some responsability for their own safety; the police will not always be there.
That's why I always carry a concealed handgun (yes, I have a permit).

If the police are there and fail to address the situation they are not doing their jobs IMO, but to simply rely on the police in every hazzardous situation is FANTASY.
