I am 25, on birth control (progesterone only), sexually active in a monogamous relationship. I've had regular periods my whole life and never any spotting. This month, I've been spotting for 2-3 days then about a week of nothing, then spotting again, then nothing, and now I am spotting again. It starts off with cramps (which is typical for the first day of my period) however, it never fully turns into my period, just spotting. I know many other women experience spotting, so I am wondering if there is anything I should be worried about and if I should call the doctor? Or should I wait longer to see if I get my full period?

Our cycles can hit a bump in the road for numerous reasons. Stress, change in habits, eating, exercise, every reason imaginable.
When are you due for your period? You may just be having a light month, I don't think there is any reason to worry about it.
Take a HPT, if it is negative, see what next month brings you. Your cycle may return as it was before and all will be well. If not, make an appt to go in and see your Dr.
