Period For Months

I am 27 years old and for years now my menstrual cycle hasn't been normal, pap test all come out fine few years ago had ultrasounds done come out fine,My doctor is at the local health department, I no no health insurance, I have diabetes which I got about 2 years ago and I also have HighBloodPressure had that for about 10 years. Through out the years I either had my period or didn't and sometimes it would be normal. The womans health in the health department said they are just a screener and told me to see a gyn I called around everyone wants about $300 for the visit and from what I tell them is going on they said it would cost more.
Anyway, the health department told me in june a local gyn comes in once a month for patients who really need it, so finally they put me on the list in june and sept 8th I finally got to see her. Told her what was going on, and she was like clueless and was like well it's probably from the diabetes and I told her well I just got diabetes 2 years ago and had this problem way before that. she also mentioned Polycystic Ovary Syndrome and Menorrhagia but said its probably from diabetes and said really don't know what to tell you, but she gave me a prescription for Provera 10mg. Then said she had to check to feel if everything felt ok. She did said it felt fine.
Just wondering shouldn't a ultrasound/sonogram or some kind of hormone test be done before giving me Provera? All I can find on the internet about Provera is that doctor prescribe Provera to start up a period. I want mine to go away and be normal I bleed all the time it will go away maybe 2 days the most and sometimes a half a day and then I get my period again and so far is been none stop for almost a year.
Should I take the Provera? What do I do? The doctor said she would see me in 4 months and said when I start Provera take it for 14 days starting October 1st and if when taking it I still continue to bleed then maybe she'll put me on the Provera you take everyday and if I continue to bleed then her and I need to talk. It's just so hard because I'm so depressed and I just want this problem to go away.
Any suggestions?
