Hcg level 5 but 3 weeks late

Am I pregnant if my HCG level is 5 and I am three weeks late for my period (6 weeks since my last menstrual period)? The doctor's office said that they do not want to say I am negative or positive because hcg level below 5 is not pregnant and I am 5. Home pregnancy tests i took before the blood test were negative. Can I still be pregnant and will it be viable?
