It is possible that there is, in fact, new scar tissue that might make it difficult to have sex. Some scar tissue can be extremely tough and thick. The stretching and pulling may make it uncomfortable for her. It is usually possible to have a surgeon go back in and reduce the amount of scar tissue and some times remove it completely. Scar tissue has also been known to attach itself in ways it shouldn't.
First thing I would do if I were her, is to wait until she has sex with someone new. Tell that person about the possible scar tissue and that she needs to know if they find it painful at all. If that person also has a problem or she still has a problem, then she should see a doctor to try to decrease the scar tissue. It may not be necessary because not all men are a sensitive and not all men are the same shape and size. So what may have effected her and her ex, may not be a problem with a new man.
I think it is something that would have a high possibillity of being corrected. If she is not getting the help she desires from her doctor, then she should see a new doctor. Tell her to get multiple opinions until someone helps her. Not all doctors have the answers.
