I drive my bf crazy by teasing him a bit. I start by kissing him slowly down his chest. Kinda tease him a bit once you almost get there, go back up and kiss him on the lips and start over. My Dh is very quiet too and I understand it can be frustrating. It may be just his personality.
That being said I have been working on giving a better BJ. You can still make it awesome for him but only do what you are comfortable with. There is a great book called "tickle his pickle" It is awesome! It is highly recomended by many. I have seen it but not purchased it yet.

The #1 thing to turning him on is you thoroughly enjoying yourself! As I have shown more enjoyment Dh had begun to respond more. He was moaning intensely the other day and holding my hair away so he could see me. We both loved it!

Tickle His Pickle, is a nice overview of a variety of techniques including oral. If you want to get little more in depth I would get, Going Down. A nice starting point is Mars and Venus in the Bedroom, it explains simple oral without actually taking the penis in your mouth. That can be a good starting place to get comfortable with using your tongue.
