In some places. Certainly were I live. Actually, we don't even have abstinence only sex ed, because people worry that even bringing up the subject of sex is going to make kids think about having sex. I had health class in high school and the reproductive system got a brief mention but there sure wasn't any mention about the 'mechanics' of sex or why you should use a condom.
Our whole attitude towards sex is working so brilliantly that it seems half the people are parents by the time they reach 15 or 16 and the other half is traumatized by the thought of sex.![]()
In the UK they don't just focus on mechanics of reproduction but relationships. I feel this is the most important bit sex or no sex. Helping kids understand what is a successful relationship is a good start

The government has announced plans to make sex education compulsory for pupils aged five to 11, dividing faith groups and safer sex campaigners.
Under the plans all secondary schools will have to teach teenagers about contraception, safer sex and relationships, but faith schools will also be free to preach against sex outside of marriage and condoms.
Details of how personal, social and health education (PSHE) will be made compulsory, published today, include a clause allowing schools to apply their "values" to the lessons.
It means that all secondary schools in England will for the first time have to teach a core curriculum about sex and contraception in the context of teenagers' relationships, but teachers in faith schools will be free to tell them that having sex outside of marriage, homosexuality or using contraception is wrong.

I was referring to the fact that some condoms, even though they look fine, can inexplicably tear during use. You also need to take into account the fact that most people are not going to run a 20 point inspection on their condoms when their getting ready to have sex. The spermacide strip is a good suggestion as well.
I forgot earlier, but you shouldn't use oil based lubicants with latex, and you should always read the back of the box to check for anything other circumstances that could cause "failure".
