My girlfriend and I have been together for awhile. When we first started dating we had oral all the time, (We dont have sex sex because she says it hurts her too bad) im okay with that I dont wanna hurt her so not having penetration is cool with me. Try licking a little more gently, and lots of lubrication. Lots of saliva, her natural arousal juices from around her vagina, or lube. She might just be a little too sensitive for direct contact with her clit. Lubrication helps with this, and you can try stimulating her through the hood instead of directly, and be very gentle.

The clitoris is often extraordinarily sensitive. Even though there is less sensation, stimulate through the hood instead of directly.

It could also be fungal.
Pull the hood back and check the clit surface - if it is fungal it will have red and white areas and look a bit inflamed. Same thing can happen with penis head if not maintained with cleaning.
