not much you can do. if you're light skinned, you can get try tanning. That may help.

That is probably just razor burn. The bumps are your hair follicles- they are a part of your body and there is really nothing you can do to remove them– you need them.
They can become more prominent if you shave when you have goose bumps because you end up shaving right over the bumps which irritates the skin and turns the bumps red. If you have existing bumps and you shave again that will just continue the cycle. Try shaving less often and get a good shave cream for sensitive skin (Aveeno makes a really good one that helped me). When you shave make sure you have been in the shower for about 5 or 10 minutes first so that the hair has a chance to soften and you have a chance to warm up (to get rid of goose bumps). You can also try using a body scrub before you shave you get rid of any rough skin. Another option is only shaving in the direction of the hair growth- this works but it is not my favourite because you can’t get a really close shave that way.

PS if the bumps are from waxing there is nothing you can do- waxing is famous for leading to ingrown hairs- you can try a drugstore remedy but they don't work very well and can be very drying on the skin.
