    Question ~Please give your advice~

I am an 18 year old girl, and my skin is bothering me. I don't know whether or not i'm just being fussy, but I just want to improve it.
I don't have acne, or pustules or anything like that. It's like, (forgive me if I am not very articulate) some kind of blotchy, pink coloured speckling, it's not visible that much, however, you can see it. It is located on the jaw line, whereabouts the earlobes are. It becomes very visible in cold winds, as it flares up, giving me these huge, red rosy, beetroot beamer cheeks which I particularly do not like. Even when the weather is too hot, it flares up! It's annoying the outta me!
This blotchiness is visible, although, at the same time, my skin is smooth, not bumpy. My mum says that it'll go away when i'm 21 or so, but I don't know. I guess i'm just being a fusspot cause I want to be perfect, although, no one is perfect...
I also have like pimple like dotty things on my arms, usually located on the upper part of the arm. They're pink, and I don't like them. These pimpled dots, they are also bumpy, so when I smooth my hand past my arm, it's not smooth, it feels bumpy and rough. What could they be?

All suggestions and diagnoses much appreciated!
    Cheers!

    Additional information:
    > I eat healthily, as in, I drink LOADS of water a day, like 2ltr bottle a day, and I eat like 8 vegetables and fruits a day. I do eat pasta quite frequently.. so maybe the starch of the pasta is causing this faint blotchiness.
    > I don't smoke
    > I don't any intoxicating liquors
    :P
