I know of a lady that swears by it, and she doesn't have bags under her eyes, I can't see it doing any harm, although I would read the label of ingredients.
Starch from potatoes also helps, by cutting a slice of potato and placing it under your eyes, closed off course. Cucumber also is refreshing and olive oil, I swear by, a dab on your finger and placing it under your eyes and any laughing lines.
