Some guys with high IQs have very low emotional IQs. And some can become obsessed with hygiene so that even though they may be interested in sex they may not want to overcome physical boundaries.
He may also possibly see you as intellectually inferior. This may be the case if his his mother is very intelligent.

This relationship will probably always be a struggle- it may pay for you look for someone a bit more normal.

Like everyone else said, you need to TALK TO HIM about it. My opinion - either he feels really strongly about the rules of your culture - or thinks YOU do, or he's a closet gay.
