    You're right, masturbating is a "healthy activity." It's a bit odd that he chose that point in time to do it. It seems the main issue here, however, is that he doesn't "make the move" or get things started. You two definitely need to communicate about what is happening here. Try to figure out his reasons for not making any moves. Tell him how it makes you feel to always be the one to do it. One thing I'd be interested to know is how long this has been going on. Has this problem over who makes the move always been there, or has it only been recently? Maybe you two need to figure out how to "spice things up" again?
