Should be, more than likely you aren't ovulating at that point... But, why risk it if you don't desire to get pregnant right now, have him where a condom.

It's never safe to have unprotected sex. Women have gotten pregnant while having sex on their periods for goodness sakes. If you're not using protection, and if you don't know the exact date of your ovulation, then it's not safe.
