This has been a frustrating issue with me my whole 24 years of life. At first I couldn't come close to orgasm, I ended up getting no pleasure and giving up. With research and practice I got better at masturbation, and was able to get myself close. After that it was like I got too sensitive, and trying to "ease" myself over the edge with less pressure brought things to a halt. You are probably not relaxing enough to let go fully. Try building up, then slowing down or stopping for a little bit when you are getting to the edge, then repeating. This should get you so excited after a few cycles that you will be able to go over the edge to a fuller orgasm. Also, if you are stimulating your clitoris, try stimulating it through the hood, especially when you get excited. If your clitoris sticks out from under it's hood when you are excited (normal), it may be getting overstimulated.
