I personally think he did like you, but he sat and thought about the distance, which creates difficulty and decided to let it slide.
That's a selfish thing to do and it's been done to me before as well..
You'll know if he himself, has thought about you and wants to change his mind, at College..

But, I agree with BD, once you become the only one being "first" there is no chase and men like to chase if they intend to do so...

Guys understand "shyness" which you are calling awkewardness, honestly they do... Don't beat yourself up over it I really think this balled down to 45 minutes each time to meet with you, cut it off before it gets anywhere...
