It is a difficult situation KNOWING something but finding it difficult to confront him because of the way you found out (snooping) but my theory on it is... if he made a promise to you that he would stop, and he's made the same promise to you in the past and broken it, you are just checking to see if he is keeping his word, which he isn't. I think his anger stems from being "caught" Is there a way with your cell phone provider to find out the same information you found out by checking out his phone? You could always tell him that your cell phone service provider called to inquire about above average use and want to make sure his phone wasn't lost or stolen or someone hasn't hacked into his account. If he doesn't pay the cell bill or isn't familiar with the cellular plan you are on you could always tell him that your bill is a lot higher due to his usage of the internet on his phone and you are going to cancel that feature? Just some thoughts.
