I have always liked hand tools. I don't expect my wife to be able to determine which ones are of high quality and which ones are of lesser quality, so I have bought them for myself. If you have a family friend who is into woodworking or is a mechanic, invite that person over to give you ideas of what would be a good addition.to his tools. If that doesn't work, I will offer two suggestions, hand power tools from Makita (because they are well engineered) and hand tools from Snap-on. Snap-on tools are ridiculously expensive but they have superior metallurgy and I have seen them hold up where lesser top rated brands fail. Makita hand power tools are among the best for lasting and having good designs, such as not being so heavy that a person is worn out from using them all day long. My brother showed me how a fairly small battery operated impact driver could do a superior job of driving deck screws. Even if he has everything I am pretty sure he will welcome some top quality tools.

Does your teen have any interests that might turn into a career?
I have but one lamp by which my feet are guided, and that is the lamp of experience.

Can you do experiences that include the puppy? There's plenty of dog friendly things to do, and if your dog is fully vetted, it's a good thing to expose him/her to some new experiences, and helps w/socialization.

good idea! if he doesn't need tool, he could always exchange it
for career interested in a health field

finding it easier to Christmas shop for teen
got 5 gifts for teen but nothing for husband
he said "you don't need to get me anything" & this is why it's hard to shop for him as he doesn't have a list

Experiences are ALWAYS a great gift so I second what everyone has been saying! A gift box or basket of a bunch of smaller gifts is also fun that you could fill with personal and practical items that you know he'd like.
