If you are in the US find a planned parenthood clinic and ask to speak to a counselor. They also usually have teen workshops one day a week for teens to ask questions about these things. They will not contact your parents without your permission and if they call you will not even say who is calling until they speak directly to you. They have a few ways to fund things so you don't have to know your insurance information or have it show up on your parents insurance. They should be able to help you get things figured out.Comment

In the UK it will be legal I think for you to have sex with him but illegal for him he will be guilty of statutary rape and will have to go on the child protection register, registered as a paediphile.
If this is not wiped at 17/18 he will struggle to get a job in the armed forces, police, teaching , childcare etc.
Forgeting about the law for the moment it sounds like you're being pressured into something you don't want. All teenage boys are horny tell him to wait until you're ready or get lost. If he won't wait he's interested in what's in your knickers and not you.
I was on holiday for Christmas and the conversation turned to sex and how old people were in when they lost it. Results are 2x15 4x16 1x17 and 2x20.
Personally I think you are too young but more importantly I think (and you think) you're not ready.
It's a big step and ultimately not as good as the hype. Sex takes a long time to get good and enjoy properly. Trust is the most important thing in a relationship which will leads to sex.
I hear a number of girls who have sex early then don't do it fo years 'cos it was a bad experiance
If you really want sex search the threads for condoms or first time sex
Be safe don't rush

Sweetie it doesn't sound like You want sex so much as you want to keep him. If he really likes you he will be fine with just making out. Do not do anything You don't Really want to. I encourage you to wait a bit on intercourse and just enjoy becoming expect at kissing and touching and see if you or he can bring you orgasm by hand. Ultimately that will allow you to be more sexually responsive and him to learn to be a better lover.
That said ,when the time comes there are many alternatives. You could use condoms (you should even if doing oral sex the teen STD rate is ridiculous), you could visit planned parenthood or your county health services and have them help you determine your best method. If you don't have sex often and are responsible enough to plan ahead, a diaphram may be a good choice rather than the pill which seems to cause so many problems.Comment
