My Dh is very quiet too and I understand it can be frustrating. It may be just his personality.
That being said I have been working on giving a better BJ. You can still make it awesome for him but only do what you are comfortable with. There is a great book called "tickle his pickle" It is awesome! It is highly recomended by many. I have seen it but not purchased it yet.
