Is the question here, "Have I received oral sex before or would I be lying if I said I had?" ???
It's common for a girl to do that to her man prior to regular sex, but of course in that instance if the girl wants sex she's not going to "complete" the oral sex because then you're done and you'd most likely have to wait to have sex. I'd say she's just trying to really get you going.
If regular sex is not involved, then she may have an issue with the idea of you finishing in her mouth, or maybe she's a little insecure with exactly how to do it.
Sounds to me like you're personally not considering it oral sex because you haven't finished. But truth is, us gals don't finish LOTS of times when we receive oral, but we're still supposed to credit our guy with giving us "oral sex".
So my answer......yeah it counts.

Many women don't care for this, some tolerate it, and some love it. But whether or not your gf does this for you, you have already participated in oral sex. Yes it counts.
