Romantic has a lot to do with what you make of it. It can be as simple as the top of the hill overlooking your hometown if you went there with your lover and had an amazing time. A lot of what people think is romantic about exotic places has to do with advertising.

Of the places I have been, I found numerous islands in Thailand, such as Koh Phi Phi, to be romantic. I also found Guadalajara, Mexico to be romantic.
I have but one lamp by which my feet are guided, and that is the lamp of experience.
    ...
Shall we gather strength by irresolution and inaction? Shall we acquire the means of effectual resistance by lying supinely on our backs and hugging the delusive phantom of hope, until our enemies shall have bound us hand and foot?

From a speech by Patrick Henry on March 23, 1775 at St. John's Church, Richmond, Virginia

Venice (beautiful city, no cars so you can walk, lots of twisting streets to get lost in, great food, feels like you are living in the 1500s.

Hawaii - can't beat sun, beaches, palm trees, dense jungle - but still good food, no snakes or other problems in more dense jungle.

Too many options for #3: New Orleans, Shanghai, Switzerland, Dunhuang, etc .

France: Need to take my husband there. I went on a French Club tour after my senior year of high school. Paris was beautiful but, there`s always a but. I couldn`t shake the feeling that it sucked that my boyfriend (now husband) wasn`t with me.

Ireland: He`s Irish on his mom`s side. We`ll be going there soon to celebrate two milestones...our 10 year wedding anniversary, and 20 years together.

Toronto: Why? We`re Rush fans, ,`nuff said. This was one of our ideas for a honeymoon.

Somewhere up north in Canada. I thinking sitting in the night, looking at the northern lights would be extremely romantic.

Don't have any more. I really think its what you make of a place.

The Northern Lights are spectacular -- however -- and there always is a however -- about the only time that you wouldn't freeze your butt off looking at them would be in Winnipeg, sometime in September/October. After that anything further North or further along in the year and it's too cold. You could go to Cold Lake Alberta and see them of course, they last a little longer there, but it's also colder there. Be prepared if you do go.
That which we forget may as well never really happened.

Your experiences and memories etched around certain places play an important role about how you associate a romance factor to one particular place. Having said that for me the top place without any doubt is France. It has many places and avenues to tickle all dimensions of your romantic get away plans.
