He's working the wrong place. Clit squirting is possible but only with women who are experienced at it and know what makes them go and can transition effectively. Basically what he's doing is like trying to scratch an itch a few inches away from where the itch is.
Allow me a bit of contempt here - why do guys always have to act like 'the man?' Okay, here's what you should do:
1. Send him home for now.

4. (Some women simply don't squirt. If after knowing the details and practicing you still don't squirt, shrug your shoulders and move on.)
5. When you've figured it out, bring him back, instruct him how it's done, and get him to practice so he actually knows what the **** he's doing.
6. Squirt away all day long if that's your thing.

The reason he doesn't understand that he is causing you pain is because he is oblivious to what brings a woman pleasure. That type of ignorance often goes hand in hand with youth, but there are older men who are also oblivious. He probably should be stimulating you through your clitoral hood anyway. It protects the clitoris from direct contact. Direct contact on the clitoris can be felt as pain by some. An equivalence in many guys would to be to grab the penis roughly as the guy is orgasming. The penis becomes very sensitive at that time for many and excessive force or rubbing can be painful, especially without lubricant.
I have not really attempted to get a girl to squirt, but the consensus is that there is a slightly rough area in the forward part of the vagina an inch or two from the opening. By forward I mean in a direction away from the anus. Stimulating that spot by finger or by penis may lead to squirting. By finger, the partner uses a come here curling motion with their finger. I really want to squirt for my boyfriend since he continuously says he wants me to squirt when dirty talking.
Here's my problem though.
He will stimulate my clitoris amazingly well whether it's with his fingers or tongue, but after awhile of constant stimulation it feels too good that it becomes painful in a feel-good kind of way.
