Having sex on the first date or within a few weeks may work for some people, if you're a good judge of character and are just lucky. Some people (like myself) would prefer to get to know you over the first few or several dates.
I want to make sure that we both truly like each other and that we want a committed/monogamous relationship with each other, and that time may vary.

I don't really think there is a rule for this. I think it depends on where you are in your life and what you are expecting out of a relationship. If you're truly just after sex, be open and honest about that. If you're wanting more, then be sure she doesn't think your focus is purely sexual. I think when you're dating someone and the chemistry is there, it's rather obvious. And there is nothing wrong with stifling the urges for a while in order to really begin to get to know the person. To let her know that you are interested in HER, not just her naked.
