In most cases the penis does not touch the clitoris during piv sex. However, the thrust in can draw in the labia and cause stimulation of the clitoris for some women. Sometimes positions, like cowgirl (girl on top) can help heighten the pleasure by allowing the woman to control the tempo and penetration to her best stimulation. Some positions, like her on top, but cuddling with full body contact, can enhance clitoral stimulation. Instead of him thrusting in such a case, have her roll her hips for stimulation.I have but one lamp by which my feet are guided, and that is the lamp of experience.

Shall we gather strength by irresolution and inaction? Shall we acquire the means of effectual resistance by lying supinely on our backs and hugging the delusive phantom of hope, until our enemies shall have bound us hand and foot?
From a speech by Patrick Henry on March 23, 1775 at St. John's Church, Richmond, Virginia -
Most women don't cum from penetration. That's why a lot of foreplay is wise.
My ex-g/f has rarely cum from penetration. When she became sexually active and through college, dudes were more interested in getting off than getting her off. According to her, I'm the first dude she's done who is more concerned about her pleasure than mine. She can cum from only two positions: on top & reverse cowgirl. The trick is she's in control. She merely uses my package as device to get her off. I'll lay motionless and let her do what gets her off. I know when she has an orgasm. Unless she wants another, I'll take over and porn star her. She loves dog style due to deep penetration and because she can get herself off while I'm bringing it like a B-52 carpet bombing the Republican Guard. She does not like to be treated gently during sex. She wants it hard and rough. She loves to be manhandled and submissive. She has never liked a dude going down on her who didn't have a clue of what he was doing once he had his head between her legs. She has told me that dudes who didn't have a clue frustrated her.
I've yet to meet a woman whose preferred method of orgasm wasn't tongue music. My ex-g/f loves her butt plugs. I'll insert one, then get busy on her breasts. When she can no longer delay my head between her legs, she'll push me in a southerly direction. I'll spend a lot of time licking and sucking her lips and finger tease the ridges of her vajayjay. When she begins to thrust her bush in my face, I'll insert her black vibrator inside of her vajajay and play heavy metal on her swollen clit with my tongue. She's had incredibly massive orgasms with a butt plug in place, a vibrator on steroids massaging her vajayjay's ridges, and my tongue playing "Highway Star" on her clit. Dirty talking her puts her over the edge. That woman loves dirty talk more than any other woman I've known. But when we're outta a bedroom, she's right back to princess status.
What I've found to be true is after a woman has at least one orgasm, she'll want to be banged like a screen door in a hurricane. As long as she wants to orgasm I'll continue working it.Comment

I think it might be something of an over-generalization to say "most women don't cum from penetration." In my experience, most women do orgasm from penetration, although I would agree that for many if not most, it's quicker from oral or other stimulation.
Since I myself don't reach that point very quickly, it's not a problem for me to last long enough for my partner to reach orgasm first, and it's incredibly satisfying to me when we're joined and she does!
One lady friend rarely experienced orgasm from penetration, and after a while would say, "kiss me there," which still would sometimes take 30 minutes or more. But on those occasions when penetration did work for her, the experience was epic! and we'd spend the next hour laughing, kissing, hugging, and marveling at what a wonderful thing we had!Comment
