I wish my nipples were that excitable. For me they are most sensitive when they are soft and not at all hard. When they do get hard I lose absolutely all sensation from them, he can lick and suck but I feel nothing...he literally has to tug for me to feel anything. This is something that was lacking with my last SO. I always find it strange that a man would tell me he's a 'breast man' but then in actuality do virtually nothing with them...my ex husband was that way as well.
