In a general sense, we men are told that we shouldn't look too desperate, so we tend not to text back right away.
BTW, to all women, playing hard to get doesn't work!! If you like a guy, tell him! If we like you we will pursue (as long as we're right in the head

Don't go to the extreme of texting every 20 mins either or generally becoming clingy. But playing hard to get and waiting for the guy to make the move usually means he won't, because we're trained to think that a girl that ignores us is usually because she's not interested in us.

I understand that, but this is a case where he knew that I wanted to hang out and chose not to respond back.
In my experience, the men that love me the most are the ones that I don't want. I had one male friend propose me to me three times, even though I told him that I just saw him as a friend. I don't know if other women have this experience.
