I agree that "love is a battlefield", but using sex as a weapon or as leverage isn't right.

Next it'll be something like "well, if no nice dinner out, no sex", or "no sex unless we go on holiday to bali", or "no sex unless you buy me...".

All kidding aside, you don't want to use sex as leverage because you'll end up sending him the message that sex is a commodity instead of an act of intimacy.

Tell him you wont go anywhere with him unless he starts driving properly, then stick to it.
