First of all, men and women need to learn to look without moving their heads <g>.
Seriously though, most people enjoy looking at an attractive person. If for example you are in a crowded subway car, nothing to look at outside, the eyes tend to wander, and tend to stop when they see something really attractive. In most cases no harm is meant by this. If its noticed, an embarrassed smile and looking away is fine.
Directly staring is rude though.
I actually think that commenting to your SO about someone attractive is fine -as long as they have good self-confidence. My wife used to comment about a very attractive waiter at an Italian restaurant we sometimes went to - so I suggested we go there more often - but I don't have confidence issues. I'd never do the same to her because she does. (so I sometimes look without moving my head).
BTW - I did have a (male) friend who I saw literally walk into a post when an attractive woman walked by........I had always thought that was a joke...
