    Yes he's saying it to make you feel special to him. And he's doing it to hang on to you without actually committing to you. He wants you to stay, but doesn't want to put in effort into a relationship.

      It's a pet name for someone you care about, much like hunny, or sweetie, or mi amor, or my love, or dear.....and it's usually said to a boyfriend or girlfriend. I wouldn't call my nephew boo, or my dad! But I would call my boyfriend boo.

          It's an open ended comment that you can laugh at if he backs off, because to me, JNS is correct, boo means "mine"... my lady... not sure about the Urban Dictionary's version ... But, it's certainly an ownership in my opinion....
