    As was mentioned before.. it could be diabetes.
    You need to have time together... hours.
    Get him hard over and over and don't let him cum.
    Then after 3 or 4 rounds of that... then try it. It should work... if not, then he needs to see a doctor. He will be embarassed... make sure he knows that you support him and that you will go with him in he wants you to. (he probably won't.. not at first)

      MY experience

      I had a problem when i was with my first girlfriend of staying hard. Even with long handjobs blowjobs and the works i would go limp. Eventually she was just all over me so much that I stopped masturbating completely, and thats where I got 2 thumbs up and was able to perform. Besides this, of course I cannot perform when I am hungry. Also prolonged elongation in a foreplay session is good, but make sure its foreplay and not just groping mostly around his junk.
