It will almost certainly depend on the person. For me, I wouldn't enjoy it / it wouldn't be worth it. And no, I can't rationalize that opinion, just how I would react.

Can't speak for every guy, but personally, even if Beyoncé offered me a bj with a condom I'd refuse. I don't even see the point. Does absolutely nothing for me.

They do make barriers for women. No idea the effect they have. Considering it would just flatten parts down it would probably be worse than it is for guys. Probably why you don't hear of anyone using them. I know some do use dental dams when doing anal oral sex. Wouldn't know how that feels either.
