- Stack the round balloons, one on top of the other
- Fold the stacked balloons lengthwise
- Insert the round balloons into the punching balloon
- Fill the round balloons with water
- Adjust the water-filled balloons

Special Notes: You may be tempted to buy water balloons for this. You will, after all, be filling them with water. We learned the hard way that water balloons are not made to hold water — but rather, to break apart when they hit something. You don’t want these balloons to break, so use regular birthday party balloons.
Step 1: Stack The Round Balloons
Place three round balloons together like they’re spooning, one on top of the other.
Step 2: Fold The Balloons In Half
Fold the small balloons in half length-wise.
This will help you during Step 3.
Step 3: Insert Round Balloons Into The Punching Balloon
Place all three balloons inside the punching balloon.
Make sure to leave the ends of the balloons sticking out.
If the punching balloon neck is too long for the round balloons to stick out, fold it over on itself.
Step 4: Fill The Three Round Balloons With Water
Fill all three round balloons with water one at a time.
Then tie each one off.

Step 5: Adjust The Water-Filled Balloons
If needed, adjust the water-filled balloons inside so they come together in the center (the point where the strap attaches to the punching balloon).
